First things first though, the foundations.
Take time to get a good quality head and shoulders shot of yourself or the company logo if it's a business account and make sure it's reasonably visible even when it's in the Twitter stream.
Write and even re-write your bio. Your key skills or USPs should be here and even add a hashtag or three. Try to get your URL in here also as this helps.
Perhaps even contract a graphic designer to create your cover image, it'll make a difference for sure.
Find Your Voice
Now no-one likes anyone who's always selling their wares so take a moment to think about your USP or services offered and what sets you apart. Construct a few Tweets around this theme, add a hashtag or three (more is a bit of a put-off to be honest and also gets less engagement) and test with these messages.
You might already know what a hashtag is, if so just skip ahead to the next section...
Say you sell shoes and you have a few hundred followers. Anything you Tweet will go out to these few hundred but if you add a hashtag "#Shoes" then anyone searching for that hashtag will see your tweet, even if they are not following you. Say you add "#Discounted" also or the geographic location then this increases the exposure for your message and in turn helps people find and follow you.
It's also a two way street. If you search for "#Laces" you can find tweets, accounts and relevant users to follow.
Me, Myself and I
Don't just talk about you, what you do and what you can offer. Share other tweets you find (ReTweet "RT"). Follow users who interest you and take time to retweet what they say that you find interesting or that may be of interest to your followers.
People notice retweets and will be more inclined to follow you.
Strike up a Conversation
Make the time to respond to users who engage with you. If it doesn't result in a sale it could result in a lead or referral. You just never know.
My own personal favourite: Lists. I'll do a search for a specific type of business or geographic location (or using operators and Twitter's advanced search) I'll target very specific areas or types of businesses or interests.
One particular example of this is my Joomla list. It hasn't been running long and I jump into that list periodically and follow the users who generally follow me back as we have similar interests.

Think about it, if a user engages with you via message or tweet in a personal way or retweets something you have posted then you're more inclined to follow them, no...?
Well the same applies to them I think it would be fair to assume.
